Rent controls are not working, according to a housing expert.
It comes as the latest Daft report shows rents nationwide increased by 12.6 per cent in the 12 months to June, despite laws not permitting increases above 2 per cent in some areas.
Less than 10 properties were available to rent in some cities outside Dublin earlier this month.
The latest report by Daft.ie show a chronic lack of supply has pushed rents to the highest levels ever.
Analysis by the property website shows that only 716 homes were available to rent in the entire country on the 1st of August.
The average rent increased by 12.6 percent annually in the second quarter of the year, to 1,618 euro a month.
