Winds of up 120 kilometres an hour are expected across the three counties, as Storm Ciara hits Ireland.
Brian Farrell, from the Road Safety Authority, said the change of weather could be dangerous for motorists and cyclists.
''Drivers need to be on the lookout for flooded roads especially in coastal areas'', he said.
''And obviously never drive through flooded roads, but they've also got to look out for downed trees and branches.''
