Nearly 10,600 people flew into Dublin Airport last week.
According to figures from the Department of Justice, it's down 3 per cent on the previous week.
But the number of non-Irish residents who flew into the airport increased by 5 per cent, to nearly 4,700.
Fianna Fáil senator Timmy Dooley, a member of the Oireachtas transport committee, says the figures are far too high.
It comes as the World Health Organisations warns hotel quarantine alone will not make a big difference in reducing Covid-19 in Ireland.
The booking portal went live yesterday and the first passengers will arrive in the next 48 hours.
The law currently applies to people from 33 red-list countries, who will be forced to quarantine in the hotel for 12 nights.
But there have been calls for more countries to be added to that list.
There has been concern that passengers can enter the country through Britain, which is not on the list, to avoid mandatory quarantine.
