The Justice Minister says the scenes witnessed in Limerick last night cannot be repeated.
Gardaí issued 30 fines to people there, and three men were arrested.
Three men remain in Garda custody following a large street party in Castletroy, near the University of Limerick.
Two men in their 20s were arrested on public order offences, while another man was arrested for a drugs offence.
Gardaí also issued 30 fines for breaches of the Health Act.
Fine Gael TD, Kieran O'Donnell, says representatives from the university are meeting today to consider what actions may be taken.
