Consideration is being given to extending coverage to Sligo, Clare, Limerick and Tipperary.
However, a report by an expert group to advise the Housing Minister on the scheme is warning that the problem may be far more widespread than feared.
According to the report, it is not clear how many homes in additional counties may be affected.
