Sue Gray report notes 'serious failures' at Downing Street parties

In the UK, a senior civil servant, investigating parties at Downing Street during lockdown, has found a "failure of leadership and judgement" which led to behaviours which are "difficult to justify".

Sue Gray's report has found a number of them shouldn't have been allowed to take place - or develop in the way they did.

The British Prime Minister's going to give a statement to MPs in the next hour in response to the findings.

The top civil servant's also found Number Ten's garden was 'used for gatherings without clear authorisation or oversight'.

The report notes:

At least some of the gatherings in question represent a serious failure to observe not just the high standards expected of those working at the heart of Government but also of the standards expected of the entire British population at the time.

At times it seems there was too little thought given to what was happening across the country in considering the appropriateness of some of these
gatherings, the risks they presented to public health and how they might appear to the public.

The over-consumption of alcohol in the workplace is also highlighted in the report, with Sue Gray noting it was not acceptable.

While another point raised said "some staff wanted to raise concerns about behaviours they witnessed at work
but at times felt unable to do so".

A number of findings have been redacted pending an investigation by the UK police.
