And he is worried that people will think they do not need to follow restrictions if they have a negative antigen test.
Dr Ray Walley, from GP Expert Advisory Group on Covid-19 has said that in some cases, people had a negative antigen test but then had a positive PCR test.
From Monday, three households will be able to meet outdoors in groups of up to six.
The "vaccine bonus" also comes in, which means fully vaccinated people can meet unvaccinated people from one household indoors.
Hairdressers, barbers and beauticians are all getting ready to re-open on Monday.
Inter-county travel will be allowed again.
Click-and-collect retail will also be back, along with appointment-only shopping in store.
